Present law authorizes local boards of education to:
(1) Admit pupils from outside their LEA; and
(2) Arrange for the transfer of pupils residing within their LEA to schools located outside their districts; and
(3) Enter into agreements with other local boards of education for the admission or transfer of pupils from one LEA to another.
The receipt of a student from outside the LEA is discretionary under present law.
This bill makes the provisions described in (1)-(3) mandatory if the receiving LEA has space at the building, grade, class, and program level.
